Meeting was called to order at 19:00 by President David Dvorsky
Minutes from Aug meeting were approved as presented.

Treasurer Report:

Please not Balance is misleading as we are still waiting for the actual bill from supplier so we can pay out the $4021.00 for supplies received.
Association will receive $9886.00 in State Training funds for 07

Old Business:

Mike McLaughlin Kirkwood Community College was present and shared possible option for Tuition Reimbursement, one means of reimbursement or aid is through the FAFSA Program as the EMT –B Course is a College Credit Course. May also apply for Pal Grants
Mike also shared information on a new program called the Continuing Education Gap Tuition Assistance Program form more info on that program you may contact Cindy McMahon at 319-398-5105 or bparker@kirkwood.edu.

2007 EMS Saturday: This is the 20th year. Have a great line-up of presenter and topics scheduled. There will be a change to the registration form – will use a post care to announce event but the actual registration form will be located out on the Website. Plans are to have on website by end of Dec 1st of Jan, it was also suggested that the conference be advertised in the Smoke Eater as well as the IEMSA Magazine.

If you still have a Life-Pak 500 needing upgraded please contact Dave Dvorsky for assistance.

New Business:

Updated Protocol Books were distributed to Departments present. Please complete Signature page, then send copy to Evelyn Wolfe.

Three key Changes to Protocols:
· Removed use of activated charcoal
· The color metric Easycap requirement has been removed (may be used yet if you choose but the Service will be required to foot the cost will no longer be available through JCAS.
· Added PEDS Jump Start Protocol

Southeast EMS Association update:

Services need to Populate Service Records on Website - As future HIRSA moneys will be tied to this requirement. If you haven’t done yet contact Evelyn Wolfe for password and instructions.
Currently a push to create a National Scope of Practice so it doesn’t matter what stat you are in the scope of practice is the same.
EMS Computer base Testing will start in 07 will be taken in Pearson View setting(Coralville and Davenport) results will be know within 2 days.

There is a change to the formal CEU Criteria can be found on State Website

MCI Equipment - Trailer is full of stuff as well as hallway currently being used for storage.
Requesting a committee to look at how trailer is laid out see if there may be a better design also look into potentially storing unit in an outlying district or even securing a 2nd trailer for the county. Steve Emerson, Toni Cooling, Tom Trump and Mindy Scott volunteered time to work on.

(PLEASE NOTE Steve Emerson took the imitative to write letter to several organizations requesting donations toward the purchase of a second disaster trailer. Randy Heinle a member and trustee of the Eagle Lodge announced at the JC Mutual Aid meeting that the Eagles had voted to donate $2500.00 towards the purchase of this second unit).

Driving the Ambulance - Talked a letter that was issued by JCAS on how do we get FR/EMT-B more engaged in the back of the rig vs. putting them in the driver’s seat,

This issue was brought to light when; JCAS need a driver on a call. Upon arriving at the hospital the ambulance crew had a conversation with the individual who drove them in about which dept he was on and how long he had been on the service to there surprise this individual was not on an of the services that responded nor on another service within the County. He was a truck driver who happened to be at the scene.

So in the future JCAS Employee will drive the Rigs if there is an instance where it is critical for both staff members to be in the back of the rig the Crew will ask the IC to provide a
experienced driver. JCAS is currently working on a training program to help familiarize services with there new role in the back of the rig in an effort to ensure the safety of all. Please remember members of the different Services are welcome to do ride time with
JCAS at anytime. Please contact Dave Dvorsky to set up a time.

Elections of VP. - Dave asked for nominations from the floor for Vice President or a volunteer. Only interest showing in filling this position at the time was from John Greer. John accepted the nomination. Motion by Guy Sommers that a unanimous vote be cast for John 2nd by Tom Trump. Motioned carried. THANK YOU JOHN FOR STEPPING UP FOR THE ROLE.

Meeting was ajoured.
